Section 1

Overview

Hiring in Poland through an Employer of Record lets your company employ local talent without first registering a Polish company. The provider becomes the employee’s legal employer and handles the employment contract, payroll, ZUS registration and tax withholding, while your company directs the person’s day-to-day work through the arrangement agreed with the provider.

In Poland, the legal model matters as much as the price: whether the provider operates as a registered temporary-work agency, how it handles the 18-month assignment limit and whether the proposed contract is a genuine employment contract rather than a B2B or civil-law arrangement. You should also understand the full employment cost and how the arrangement can move to direct employment.

TheEORDirectory’s guide brings together EOR providers serving Poland in alphabetical order. It begins with a selection of prominent providers, also arranged alphabetically, followed by the full directory. Neither list is a ranking: the right choice depends on your hiring plans, budget and support requirements.

Section 2

How to Compare Polish EOR Providers

Start with the legal employer. Ask for the full name of the Polish company that will sign the employment contract, together with its KRS (National Court Register) and NIP (tax identification) numbers. Both can be checked in the free KRS search. If the provider uses a local partner, identify that partner and establish which organisation handles payroll, employee queries and disputes.

Next, ask how the arrangement is structured. A provider that lends staff for a client to direct must be a temporary-work agency entered in the KRAZ register of employment agencies. Many providers instead use an outsourcing or service model, in which the provider itself manages and directs the work. This avoids agency limits only if the client does not in practice supervise the employee as its own staff.

Request an itemised quote for the specific employee. Check the fee, employer contributions, PPK, deposits, benefits, currency conversion and any setup or termination charges.

Finally, ask who will support the employee locally, in Polish and English.

Section 3

How an Employer of Record Works in Poland

The provider signs a Labour Code employment contract (umowa o pracę) with your hire, registers them with ZUS runs monthly payroll and withholds personal income tax (PIT) and employee contributions. Key features include:

  • Contract types: a trial-period contract of up to three months, fixed-term contracts (no more than three, totalling 33 months, before the contract becomes indefinite) and indefinite contracts.
  • Tax: PIT is 12% up to PLN 120,000 a year and 32% above it, with a PLN 30,000 tax-free amount. Workers under 26 may qualify for a relief.
  • Health insurance: a 9% contribution to the National Health Fund (NFZ), deducted from the employee’s pay rather than paid on top by the employer.
  • PPK: employees are auto-enrolled in the Employee Capital Plans pension scheme unless they opt out. The employer pays 1.5% and the employee 2%.
  • Leave: 20 days of paid holiday a year, rising to 26 days once the employee’s service, including qualifying education, reaches 10 years. Sick pay of 80% is paid by the employer for the first 33 days of illness each year (14 days for employees over 50), then by ZUS.
  • Notice: two weeks for service under six months, one month for six months to three years, and three months after three years.
  • Bonuses: a 13th salary is not mandatory in the private sector, although some employers offer one.

From 2026, periods of civil-law work and self-employment can count towards length of service for leave and other entitlements. Ask how the provider applies this.

Section 4

Temporary Agency Work Rules

Temporary agency work is governed by the Act of 9 July 2003 on the employment of temporary workers. Where a provider acts as an agency, your company is the user employer that directs the work:

  • Duration: an agency may assign the same worker to one user employer for no more than 18 months within any 36 consecutive months. Replacing an absent employee allows up to 36 months.
  • Registration: the agency must be entered in the KRAZ register. Since 1 June 2025, agency rules sit in the Act on the labour market and employment services, with extra conditions for agencies placing foreign workers.
  • Equal treatment: pay and conditions may not be less favourable than for your own staff in similar roles.
  • Prohibited work: agency workers may not perform particularly dangerous work, replace striking employees or, for three months, fill posts from which the user employer dismissed staff for reasons not related to the employees.

If your hire is expected to stay longer than 18 months, plan the exit route in advance: a move to the provider’s outsourcing model or a Polish entity of your own.

Section 5

Contracts Beyond Employment

Some providers propose non-employment models instead of an umowa o pracę:

  • B2B: the worker registers a sole-trader business and invoices your company. Common in IT, with no Labour Code protection.
  • Umowa zlecenie: a civil-law mandate contract that carries ZUS contributions and a minimum hourly rate (PLN 31.40 in 2026), but no statutory holiday or notice rights.
  • Business incubators: the worker invoices through an incubator’s legal entity without registering a business.

Under Article 22 of the Labour Code, the label on the contract does not decide its nature. Work performed under direction, at a set place and time and for pay is employment. Misclassification can trigger back-payment of ZUS, tax and employee claims.

The risk increased in 2026. An amendment to the National Labour Inspectorate (PIP) Act, in force from 8 July 2026, allows district labour inspectors to issue an administrative decision declaring that a civil-law or B2B contract is in fact an employment relationship if an earlier order to remedy the breach is ignored. Appeals go to the labour court. Ask any provider proposing a non-employment model how it assesses the risk, and check the current text on the PIP website.

Section 6

What an EOR Costs in Poland

The monthly service fee is only one part of the budget. The total includes gross salary, employer contributions, PPK, the EOR fee and any benefits.

In 2026, employer contributions to ZUS total roughly 19.48% to 22.14% of gross salary. Pension and disability contributions stop once annual pay reaches the cap of PLN 282,600 (30 times the forecast average wage). The minimum wage is PLN 4,806 a month gross for full-time work in 2026.

Pension insurance

Disability insurance

Accident insurance

1.67% for most smaller payers
Labour Fund and FGŚP
2.45% + 0.10%

PPK

unless the employee opts out

Published fees vary widely. Polish specialists such as EasyEOR list around EUR 349 a month, RemotePeople starts from $199, and global platforms are commonly around $500 to $600 or more per employee per month.

For illustration, assume a gross salary of PLN 15,000 a month, employer contributions at 20.48%, employer PPK of 1.5% and an EOR fee of PLN 2,000 a month:

Cost componentAnnual amount
Gross salaryPLN 180,000
Employer ZUS, Labour Fund and FGŚP (20.48%)PLN 36,864
Employer PPK (1.5%)PLN 2,700
Assumed EOR service feePLN 24,000
Illustrative annual totalPLN 243,564

This is a budgeting example, not a provider quote or an exact payroll calculation. Private medical care and other benefits would increase the total.

Section 7

The Hiring Process and Work Permits

EU, EEA and Swiss citizens can often be onboarded within one to two weeks. Most other nationals need permission to work first:

  • Work permit type A: for work for an employer based in Poland. Since June 2025, applications are filed electronically through praca.gov.pl,, usually taking one to three months.
  • Single permit: a combined temporary residence and work permit from the voivode, which can take several months.
  • EU Blue Card: for highly qualified workers with a contract of at least six months and a salary above the threshold set in relation to the average wage. Check the current amount with the Office for Foreigners.
  • Declaration route: citizens of Armenia, Belarus, Georgia, Moldova and Ukraine can be employed on the basis of a registered declaration for up to 24 months.

Rules for Ukrainian nationals changed on 5 March 2026, when most of the 2022 special act was wound down. The simplified notification route remains tied to PESEL UKR status, and eligible people can apply for a CUKR residence card. Ask the provider to verify each hire’s status.

Section 8

Questions to Ask Before Signing

  • Which Polish company will employ the worker, and what are its KRS and NIP numbers?
  • Is it entered in the KRAZ register, or does it use an outsourcing model? If so, how is day-to-day direction handled?
  • Will the employee have an umowa o pracę rather than a B2B or civil-law contract?
  • How will you manage the 18-month agency limit and equal treatment for this hire?
  • What is the complete monthly cost, including ZUS, PPK, benefits and deposits?
  • Can you sponsor the work permit this hire needs, and how long will it take?
  • What support and charges apply if we move the employee to direct employment?

Clear answers make it easier to compare the providers in the directory and choose an arrangement that fits both your immediate hire and your longer-term plans.

Prominent providers in Poland

A selection of the most prominent providers in this market, shown in the order our researchers suggest working through them. There are no scores, ratings or paid placements, and the order is not a verdict on quality. Every provider below is also in the full list.

Bizky

Warsaw platform from the AIP incubator group, run by Bizky sp. z o.o. (KRS 0000312229, formerly bChange), with president D. A. Ż., consistent with founder Dariusz Żuk. It offers EOR from PLN 349 or EUR 299 a month with about five-day onboarding and visa support, plus B2B invoicing. It has no KRAZ temporary-work licence. Clutch rates it 4.8/5 from four reviews, and Trustpilot hides its score for a guidelines breach.

✓ Strengths in Poland

  • Long-established Warsaw operator: the company behind Bizky has been on the KRS since 2008, files annual accounts every year, and is controlled by Fundacja AIP, which the KRS shows was founded in 2004.
  • Published per-employee pricing with volume discounts (PLN 349, 299 and 249 on the Polish page; from EUR 299 on the English page), billed only for months in which payroll runs and with no long-term commitment stated.
  • Flexible Poland-specific options beyond standard EOR, including Non-Residential Employer for EU companies, B2B invoicing through Bizky Freelance, payroll for own entities and in-house visa and legalisation support.
  • Clutch shows 4.8/5 from four reviews (cost 4.9), with clients including ALOIS Solutions and CustomerHero praising response times and onboarding.

✗ Watch out for

  • Not a licensed temporary work agency: Bizky sp. z o.o. has no KRAZ entry, so it cannot offer the tripartite model in which the client is formally the user employer (pracodawca użytkownik) with the right to direct the employee day to day. Blue-collar placements go through a partner agency, and the AIP foundation's own KRAZ entry was struck off in 2021.
  • Its published information is inconsistent: the Polish page prices in PLN tiers and lists umowa o dzieło and zlecenie, the English page prices from EUR 299, and the live English pages still show placeholders for the legal entity, NIP, KRS, deposit amount, benefit providers and ISO status.

EasyEOR

Poland-only EOR in Kraków, the EOR arm of accounting firm EasyBooks. Easy EOR sp. z o.o. (KRS 0001015463) holds active temporary work agency registration KRAZ 29218, so clients can use the user-employer model. It charges a flat €349 per month with no setup fee, against a one-to-three-month deposit, and offers 48-hour onboarding, B2B-to-employment conversion and work permits via Krakspire. Independent reviews are not yet available.

✓ Strengths in Poland

  • Holds its own active temporary work agency registration (KRAZ 29218, Easy EOR sp. z o.o., since February 2023), verifiable on the public register. This lets clients use the tripartite user-employer model with direct day-to-day management rights, which outsourcing-only EOR providers cannot offer.
  • Transparent, simple pricing: a flat EUR 349 per employee per month, no setup or onboarding fee, medical exams and BHP included, no minimum headcount and no salary floor, so interns and graduates can be hired on the same terms as executives.
  • Poland-only focus backed by an accounting firm: the KRS confirms the EOR company shares its Kraków address and leadership initials with EasyBooks sp. z o.o., whose CEO Karolina Marek and partner Sonny Van Assche are named on its site, and clients get direct access to Polish HR and payroll specialists.
  • Specialist services for current Polish risks, including B2B-to-employment conversion after the 2026 PIP reclassification powers, IP transfer clean-up, pay transparency compliance and PPK administration.

✗ Watch out for

  • Young and small: Easy EOR sp. z o.o. was registered in January 2023 with PLN 5,000 share capital, its shareholding changed in October 2025, and it publishes no headcount, client numbers or security certifications (ISO 27001 or SOC 2).
  • Independent reviews are almost absent: the Trustpilot profile claimed in March 2026 has 0 reviews, and no G2, Clutch or Google rating could be confirmed. The available evidence is the provider's own testimonials and a vendor-sourced write-up on hr.software.

RemotePeople

Global EOR founded in 2018, headquartered in New York with regional HQs in Singapore and Berlin. It hires in Poland on Kodeks pracy contracts with ZUS, PIT and PPK handled, and quotes one to three weeks' onboarding. The Polish employing company and its KRAZ status are not shown. EOR Select from $199 per month (EOR Global $499); also offers recruitment, payroll outsourcing, visas and incorporation.

✓ Strengths in Poland

  • Publishes its prices, where many EOR providers quote only on request: EOR Select from $199 per employee per month, EOR Global from $499, a Polish fee range of $299 to $599, and a worked Polish cost example (about 132% of gross salary at USD 5,000).
  • Its Poland EOR page, published 24 October 2026, is detailed and current. It covers 2026 ZUS rates and ceilings, PIT brackets, PPK, the Article 151 overtime premiums, the 2023 probation and termination reforms, severance caps and the Pay Transparency Directive timetable.
  • Gives clear onboarding timelines: one to three weeks for EU nationals, a first hire in as little as five business days, and separate estimates for work permits, the Single Permit and the Ukrainian simplified route.
  • Recruitment and employment come from one provider: in-house recruiters work at 20% of salary, or 2% a month when combined with EOR, alongside Contractor of Record, payroll outsourcing, visas and EOR-to-entity transfer.

✗ Watch out for

  • The Poland page does not name the Polish employing company or give its KRS or NIP, so buyers cannot check the employer in the National Court Register before signing.
  • It is not shown whether the Polish employer holds a KRAZ entry. Without one, the client may be limited in how far it can direct the employee's day-to-day work under the temporary-work rules.

Rippling

San Francisco HR, IT and finance platform with EOR built in. Its Polish company, Rippling Poland Sp. z o.o. (KRS 0000992742, ul. Mokotowska 1, Warsaw), is registered for software and IT activity and has no KRAZ entry. Rippling does not publish whether it employs Polish EOR staff, though its accounts reportedly refer to EOR staff. EOR is quoted separately; G2 4.7/5 from 14,728 reviews.

✓ Strengths in Poland

  • Rippling owns a Polish company, Rippling Poland Sp. z o.o. (KRS 0000992742), with a Warsaw address, PLN 36 million in revenue and a full filing record, held by Rippling Europe Limited. Its filed accounts reportedly refer to EOR-outsourcing staff.
  • EOR, payroll, HRIS, IT device and app management, and spend tools all run on one platform, so EOR staff in Poland sit alongside the client's other employees and can be converted to direct hires without re-onboarding.
  • Claims short payroll lead times on its own payroll engine (five days to payday in popular markets), automated onboarding, and support that answers in under 30 seconds.
  • A very large review base: 4.7/5 from 14,728 reviews on G2 across all products, with 2,824 reviews tagged to the Employer of Record category.

✗ Watch out for

  • Rippling does not publish whether Polish EOR employees are hired by Rippling Poland Sp. z o.o. or by a partner. The company is registered for software and IT activity rather than employment services, so confirm the contracting employer.
  • Rippling Poland has no KRAZ entry, so if it is the employer, the arrangement cannot run as registered temporary-agency work, which limits how much day-to-day direction the client can lawfully give.

Safeguard Global

US EOR founded in 2008 by Bjorn Reynolds. Its Polish company, Safeguard Global Poland Sp. z o.o. (KRS 0000868972, Kraków), is wholly group-owned with Reynolds as sole board member, but holds no KRAZ entry, and the Poland page does not name the employer. ✓ Strengths in Poland

  • The group owns a Polish company, Safeguard Global Poland Sp. z o.o. (KRS 0000868972), in Kraków, with about PLN 33.7 million in 2025 revenue and accounts filed every year since 2020.
  • Long track record: founded in 2008 by Bjorn Reynolds, who still runs the company, and says it offered global EOR from 2009, with European payroll expertise gained through the WorkFor and GEDA acquisitions.
  • A broad service set from one supplier: EOR, recruitment, HR and benefits, finance, tax and accounting, contractor management and entity setup, with a German-language site and 400+ in-country experts (provider claim).
  • Focused on small and mid-sized clients since selling its enterprise payroll division to Deel in 2025, and named a leader for mid-market EOR in NelsonHall's 2026 NEAT evaluation (provider press release).

✗ Watch out for

  • The Poland page describes the EOR as leasing workers to the client, but the group's Polish company holds no KRAZ entry and is registered for consulting and accounting, not employment-agency work.
  • The Poland page does not name the Polish employer or any in-country partner, so buyers need to confirm which entity signs the employment contract.

Skalis

French umbrella and EOR group (SKALIS SARL, since 2008, gérant Stéphane Gornès) that employs in Poland through its own Skalis Polska sp. z o.o. (KRS 0000996363, NIP 7011111190) on umowa o pracę contracts with ZUS cover. The Polish entity is not in the KRAZ register and runs EOR as a service contract. ✓ Strengths in Poland

  • It employs through its own Polish subsidiary, Skalis Polska sp. z o.o. (KRS 0000996363, NIP 7011111190), which is wholly owned by the French parent and led by the parent's long-standing gérant, Stéphane Gornès. There is no unnamed partner in the employment chain.
  • Workers in Poland get a proper employment contract (umowa o pracę) with full ZUS social security cover. That is an alternative to the B2B self-employment common in Poland, and suits consultants who want salaried status without setting up a company.
  • The parent has been running since 2008, is a member of the PEPS umbrella-company trade body, and states it has staff who speak French, English and German. That suits French-speaking companies sending a salesperson or consultant to Poland.
  • Its service is broader than a standard EOR. It covers umbrella employment for freelancers who find their own clients, EOR for companies, and a single-billing-point service for firms using many freelancers.

✗ Watch out for

  • Skalis Polska is not in the KRAZ register of employment agencies (NIP check returned no entry on 26 October 2026), and its registered activity is consulting and office support. It therefore cannot lend staff for a client to direct as a temporary work agency, and a client that directs the employee day to day under a service contract runs a risk of the arrangement being challenged as unlawful labour leasing.
  • The Polish entity looks thinly resourced. It has PLN 23,300 capital and a single board member based in France, it gives a business-centre address and refers to flexible workspaces rather than a staffed office, and the KRS extract records no annual financial statements since it was registered in 2022.

✓ Strengths in Poland

  • Publishes a low headline price, from $199 per employee per month for EOR, along with prices for contractor management ($39), payroll ($15 per payroll) and recruiting (10%), where many competitors quote only on request.
  • The person behind it is identifiable and appears in an official register. Pranaya Chulet, listed by Crunchbase as co-founder and CEO and known as the founder of Quikr, has been a director of Tarmack Limited at Companies House since May 2023.
  • Offers a wide range of services from one platform for Poland: EOR, standalone payroll, B2B contractor management with conversion to employment, Blue Card and work permit support, recruiting and sp. z o.o. formation.
  • The Poland page covers the main Polish frameworks, including the Labour Code, ZUS, PIT, PPK and PPE, and the Office for Foreigners, and lists 2026 public holidays.

✗ Watch out for

  • The Polish employing entity is not disclosed, and no Tarmack company exists in the Polish register. The service most likely relies on an unnamed partner, so its KRS, NIP, financial standing and KRAZ status cannot be checked before signing.
  • The Poland page has substantive errors: a seven-day notice period, an 11-month fixed-term cap, a misclassification section copied from a Peru page with penalties in PEN, and a misleading '33 days of paid sick leave'. These undermine confidence in its Polish compliance guidance.

TCWGlobal

Its Poland page covers EOR for contingent workers, but no Polish entity was found in the KRS and the legal employer is not named, so a partner is likely (unverified). ✓ Strengths in Poland

  • Long-established US workforce business: founded in 2009 by its current CEO Samer Khouli, with a named Chief Compliance Officer and General Counsel and a San Diego headquarters, so the contracting party is an experienced firm rather than a start-up.
  • Strong for enterprise contingent workforce programmes, combining EOR, third-party payrolling, MSP services and its own StaffingNation VMS under one supplier, which suits companies that want Polish workers on the same platform and invoice as their US contractors.
  • The Poland page gives accurate headline Labour Code rules, including the 33-month and three-renewal fixed-term limit, the 18-month temporary-worker cap and the remote-work allowance, which shows awareness of the Polish temporary-work framework.
  • Quotes are itemised: international quotes separate gross salary, employer costs and TCWGlobal's support package before showing a total mark-up percentage, so the cost build-up is visible before signing.

✗ Watch out for

  • No Polish entity was found in the KRS and the Polish legal employer is not named, so Polish staff are most likely employed by an undisclosed partner; clients should ask who signs the employment contract and who pays ZUS.
  • KRAZ status cannot be checked without a named Polish employer. If workers are supplied as temporary agency staff, the employer must be on the KRAZ register as a temporary work agency, so the partner's KRAZ number should be requested.

  • A documented Polish EOR case: schleich used Vistra's EOR service to employ staff in Poland before its own entity was ready, then moved to Vistra payroll covering nine countries and 425 employees, which shows the EOR-to-entity route working in practice.
  • A single provider for EOR, sp. z o.o. formation, accounting, tax and e-invoicing, payroll and entity management, which reduces handovers for companies that plan to set up their own Polish entity.
  • Strong governance credentials: ISAE 3402 and ISO 27001 controls, 13,000+ Polish payslips a month and ownership by BPEA EQT, so it suits finance-led and private-equity-backed buyers.

✗ Watch out for

  • Vistra does not say which company is the legal employer for Polish EOR staff, and its main Polish company left the KRAZ register in February 2013; clients should ask how temporary-work and agency rules are met and which entity signs the employment contract.
  • No EOR pricing is published for Poland or any other country, so costs cannot be compared without a quote.

✓ Strengths in Poland

  • Fully verifiable Polish company: WeExpert sp. z o.o. is in the KRS (0000986528), has a named board president and shareholders, an active VAT status and filed accounts showing revenue growing to about PLN 84.6 million in 2025.
  • Transparent published pricing (Standart PLN 599 or PLN 549 a month paid annually, Ultra PLN 1,499) with a low-cost freeze option, effective tax rates from 6% to 9.6%, and indicative company rates from PLN 549 per contractor.
  • A practical route for foreign freelancers in Poland: no JDG to register, invoicing in PLN, EUR or USD, payouts within two business days, support in Russian, Ukrainian, Polish and English, and residence-permit documents through MigrantExpert.
  • Offices in Warsaw and Wrocław with in-person support, and a Google rating of 4.8 from 225 reviews as shown on its site.

✗ Watch out for

  • It is not an Employer of Record: WeExpert states that working through the incubator 'isn't employment', so participants do not get an employment contract, paid leave, sick pay, notice periods or dismissal protection, despite one page using the 'EOR' label.
  • Not on the KRAZ register of employment agencies and no temporary-work licence, so it cannot lawfully place workers on employment terms with a client company.
