Germany profile
WorkMotion is a Berlin-headquartered global employment platform founded in 2020 by Carsten Lebtig, Felix Steffens and Karim Zaghloul. It offers Employer of Record, Direct Hiring (registering the client as an employer abroad), contractor management and an AI sourcing product (Synmatch) across what it describes as 160+ countries, and states that it owns legal entities around the world rather than relying on third parties. It is the first EOR provider to hold the IEC Group Gold Certification for compliance (provider claim) and has raised a $50 million Series B.
Its German group company is WorkMotion Software GmbH (Amtsgericht Charlottenburg HRB 219211 B, registered office Grosse Hamburger Str. 17, 10115 Berlin, registered 21 July 2020 as PeopleFlow GmbH), which sits above a second Berlin company, WorkMotion Europe GmbH (HRB 227770 B, registered 29 March 2021), whose registered business purpose is personnel services and personnel management. The Germany page does not name which entity signs the German employment contract and refers to "our subsidiaries and network partners". It applies the AÜG 18-month maximum assignment period and directs clients who need an indefinite arrangement to its Direct Hiring product, but does not state in terms that a WorkMotion company holds an Erlaubnis zur Arbeitnehmerüberlassung; the group-level IEC audit is said to have validated its labour leasing licences (provider claim).
The pricing page quotes EOR from EUR 499 per talent per month (USD 549, GBP 399, CHF 459), Direct Hiring from EUR 399 and contractor management from EUR 29 per contractor per month. The Germany page says talent can be onboarded in 10 minutes and that a standard contract is shared in about two business days once all information is received. G2 shows an average rating of 4.6/5 from 514 reviews, with one organic 4.5/5 review from an employee based in Germany.

| AÜG licence | Not explicitly published. The Germany page applies the AÜG rule that an employee cannot be deployed to a client for more than 18 months and refers clients needing an indefinite arrangement to Direct Hiring, which implies the EOR runs as Arbeitnehmerüberlassung; the home page states that the IEC Gold audit included "validated labour leasing licenses" (provider claim), but no Erlaubnis zur Arbeitnehmerüberlassung from the Bundesagentur für Arbeit is cited for a named German entity. |
| Contract types | Full-time employees and freelancers/contractors through the EOR model; the page describes a probation period of up to four months, a Monday-to-Friday work schedule for WorkMotion Germany, and remuneration in EUR. Fixed-term and part-time options are not specifically published. EOR assignments are limited to 18 months under the AÜG; longer engagements go through Direct Hiring. |

Lohnsteuer withholding and long-term care insurance are not itemised on the page. |
| Compliance services stated | Standard country-compliant contract templates, legal and HR guidance, working-time and overtime rules under the Arbeitszeitgesetz, statutory notice periods by length of service, consultation before Sunday or public-holiday work, and real-time law monitoring and risk alerts for Direct Hiring clients. Works council (Betriebsrat) handling and false self-employment (Scheinselbstaendigkeit) checks are not addressed on the Germany page; the contractor product is described as avoiding misclassification risk. |

| Stated onboarding time | "Onboard your talent in Germany in 10 minutes" (provider claim); the standard employment contract is shared with the employee in approximately two business days after all information is received, with changes to the standard contract adding review time. |
| Entry price | EOR from EUR 499 per talent per month (USD 549, GBP 399, CHF 459), described as one clear monthly rate with no hidden fees; the pricing page does not publish deposit, setup or exit terms, and Switzerland is served by a separate WorkMotion Switzerland site. |
| Security certifications (group) | The pricing page says WorkMotion is "ISO certified" without naming the standard; the home page cites IEC Group Gold Certification covering 10+ legal and operational categories including payroll accuracy and data protection (provider claims). |

Services in Germany
| Employer of Record | Employs staff in Germany through WorkMotion's own subsidiaries or network partners (the page does not name the German contracting entity) on a standard country-compliant contract, with payroll in EUR, employer social contributions, legal and HR guidance and equipment shipping. The provider quotes onboarding in 10 minutes and contract sharing in about two business days. Assignments to one client are capped at 18 months under the AÜG. |
| Direct Hiring | Registers the client itself as an employer in Germany so that it employs talent directly and indefinitely, with real-time law monitoring, country-specific risk alerts and the option to offer custom benefits; the Germany page recommends this route when a client wants an employee for longer than the AÜG limit. From EUR 399 per talent per month. |
| Contractor management | Onboards and pays German and international contractors and freelancers with automated invoicing, project tracking, tax support and compliance safeguards intended to avoid misclassification; from EUR 29 per contractor per month. No specific Scheinselbstaendigkeit status check is described. |
| Payroll and expenses management | Monthly German payroll with on-time payment in local currency, payslips and documents in the platform, expense management and offboarding cost calculation; the provider reports a payroll accuracy figure on its pages (provider claim). |
| Benefits administration | Administers statutory German benefits (health, accident, unemployment and pension insurance, paid leave of at least 20 working days, sick pay, maternity pay top-up) and lists an Employee Benefits module; supplementary German benefit plans are not specified. |
| Talent sourcing (Synmatch AI) | AI-sourced and pre-screened candidates with skills-based AI interviews and built-in fraud and identity checks; free of charge when the hire is employed through WorkMotion EOR or Direct Hiring, otherwise a 10% commission on gross annual starting salary. |
| Cost and salary calculators | Public employer cost, net salary and offboarding calculators for Germany, which the Germany page positions for estimating taxes, social contributions and benefits before hiring. |
| Platform, integrations and support | A single platform covering onboarding, contract changes, talent lifecycle, time tracking and sick leave requests, with HR integrations and the Wanda AI assistant; support is ticket-based, which several G2 reviewers describe as fast and one reviewer notes is not synchronised with email replies. |
Strengths and watch-outs in Germany
- ✓ Germany is the provider's home market: the group parent WorkMotion Software GmbH and its personnel-services subsidiary WorkMotion Europe GmbH are both registered at Amtsgericht Charlottenburg with a Berlin office, and the founders named on the about page match the managing directors in the register and imprint.
- ✓ The Germany page addresses the AÜG 18-month maximum assignment period openly and offers a Direct Hiring product as the route for indefinite employment, which many EOR providers do not mention.
- ✓ Publishes a Germany-applicable price list in four currencies (EOR from EUR 499, Direct Hiring from EUR 399, contractors from EUR 29 per month) rather than quoting only on request.
- ✓ A large independent review base on G2 (4.6/5 from 514 reviews) with recurring praise for support speed and ease of use, including a 4.5/5 organic review from an employee based in Germany.
- ✓ The group is audited by a third party (IEC Group Gold Certification) and describes itself as ISO certified, and the register shows the parent filing consolidated accounts covering 37 participations, indicating an established own-entity network (provider claims for the certifications).
- ✓ Service breadth lets a client move from contractor to EOR to Direct Hiring on one platform, with AI sourcing included free when the hire is employed through WorkMotion.
- ✗ The Germany page does not name the German entity that signs the employment contract and refers to "subsidiaries and network partners", so a client cannot tell from the page whether WorkMotion Europe GmbH or a partner is the legal employer.
- ✗ No Erlaubnis zur Arbeitnehmerüberlassung from the Bundesagentur für Arbeit is cited for a named German entity; the only licence statement is a group-level claim that the IEC audit validated its labour leasing licences.
- ✗ The Germany page is silent on works councils (Betriebsrat), the AÜG equal-pay rule after nine months and Lohnsteuer withholding, and lists only four of the five social insurance branches (long-term care insurance is not mentioned).
- ✗ G2's negative themes include delays in support and reimbursements, impersonal communication without a dedicated contact and pricing considered expensive by medium-sized businesses; the Germany-based reviewer also noted an unfavourable USD-to-EUR conversion rate, and the pricing page does not publish an FX policy.
- ✗ Co-founder Carsten Lebtig left the management of WorkMotion Software GmbH in May 2025 and a second managing director left in December 2024, and the registered business purpose of the parent is primarily software development rather than personnel services.
Reviews
- G2 overall: 4.6/5 from 514 reviews (read on g2.com, 8 October 2026; page last modified 22 September 2026). G2's compiled themes are mostly positive on ease of use, attentive and fast support, quick response times and onboarding; negative themes include delays in support and reimbursements (7 reviews), difficult navigation and login (5), expensive pricing for medium-sized businesses (4), impersonal communication without a dedicated contact (4) and interface design (4).
- Germany-related G2 review: Aleksandr B., Senior UI/UX Designer, small business, 4.5/5, 14 May 2026, organic review. The reviewer lives in Germany and is employed through WorkMotion for a US company; asked what they disliked, they wrote: "The applied conversion rate is a bit higher than I expected, so when converting from USD to EUR I end up with slightly less than anticipated."
- A second review with a German link: Romans K., Senior DevOps engineer, mid-market, 4/5, 4 September 2026, organic, employed in Latvia through WorkMotion by a German company; he praised handling of local specifics but wrote that "the platform itself is pretty basic" and "parts of the UI feel unfinished". The lowest rating on the first page of reviews was 3.5/5 (Conwen Marc C., QA automation tester, enterprise, 15 July 2026), who asked for more proactive communication on onboarding timelines.
Reviews are reported as found and are not verified by the directory. Most G2 reviews read were marked organic; some were submitted following a seller invitation with a nominal incentive, as disclosed on G2. Many WorkMotion reviewers are employees paid through the platform rather than client HR teams.

China profile
WorkMotion is a Berlin-headquartered Employer of Record and global employment platform founded in 2020. The operating company is WorkMotion Software GmbH, Große Hamburger Straße 17, 10115 Berlin, registered at the Charlottenburg Local Court under HRB 219211 B, with Felix Steffens, Karim Zaghloul and Jan-Peter Böckstiegel as managing directors; the company page names Carsten Lebtig, Karim Zaghloul and Felix Steffens as co-founders. It offers Employer of Record, Direct Hiring, contractor management and Synmatch AI recruiting in what it describes as 160+ countries, with 30+ own entities said to cover more than 85 percent of onboardings and independent partner companies elsewhere (provider claims).
In mainland China, the country page (last modified 2 June 2026) states that WorkMotion provides EOR services "through its established partner network" and that "compliance responsibility sits with WorkMotion's licensed partner". The partner is not named, no Chinese legal name, unified social credit code or registered address is published, and neither labour dispatch (劳务派遣) nor labour outsourcing (劳务外包) is mentioned as the regime. The page states that the partner issues contracts in Standard Chinese before day one, registers hires with the local social insurance bureau and housing fund authority, applies city-specific rates for the five insurances and one fund (with a Shanghai and Beijing rate table), withholds IIT at progressive rates and pays monthly in CNY. Shanghai, Beijing, Shenzhen and Chengdu are named; other cities are not.
The pricing page quotes EOR from $549 (EUR 499, GBP 399, CHF 459) per talent per month, "subject to the results of financial verification"; no China-specific rate is published. The EOR terms require a refundable per-talent deposit equal to the notice period in months multiplied by total monthly employment cost (or a risk-assessed amount), rounded up to the nearest 500 and paid before onboarding, a minimum of three monthly fees and an undisclosed FX margin. Contract sharing is stated at about three business days. G2 shows 4.6/5 from 514 reviews; Trustpilot 4.8/5 from 394 and Capterra 4.8/5 from 244 (read 20 October 2026). No Reddit threads discussing WorkMotion were found.
China facts
| Chinese employing entity | A third-party partner, not a WorkMotion-owned entity. The China page states that WorkMotion "provides Employer of Record (EOR) services in China through its established partner network" and that ongoing legal exposure and compliance responsibility "sits with WorkMotion's licensed partner" (provider claim). The partner is not named and the page does not say whether it is FESCO, CIIC or another firm. The EOR terms describe WorkMotion as a procurement partner and business-management service (Geschäftsbesorger) that works through group subsidiaries or "independent third-party contractor companies" which "are not subcontractors of WorkMotion". |
| Business registration | Not published. No Chinese legal name (有限公司), unified social credit code (统一社会信用代码) or registration number for the China partner appears on the China page, the pricing page, the imprint or the EOR terms. The German parent is WorkMotion Software GmbH, HRB 219211 B, Charlottenburg Local Court, VAT DE333428822. |
| Registered office | Not published for the China partner. The German parent gives its registered address as Große Hamburger Straße 17, 10115 Berlin; its Trustpilot profile lists Pufendorfstraße 7, 10249 Berlin. |
| Founded | Not published for the China partner. The group states it was founded in 2020 in Berlin. |
| Company status | Not published for the China partner; the entity could not be identified from the sources available, so no registry check was possible. |
| Legal representative / management | Not published for the China partner. The imprint names Felix Steffens, Karim Zaghloul and Jan-Peter Böckstiegel as managing directors of WorkMotion Software GmbH; the company page names Felix Steffens (co-founder and CEO), Carsten Lebtig (co-founder) and Karim Zaghloul (co-founder and CPO). |
| Dispatch licence | Not published. The China page refers only to a "licensed partner" and a "licensed infrastructure" without naming the licence; neither a labour dispatch licence (劳务派遣经营许可证) nor a labour outsourcing (劳务外包) arrangement is mentioned, and the 10 percent dispatch headcount cap and the temporary, auxiliary or substitute role restriction are not addressed. WorkMotion's comparison pages claim it holds "official labour leasing licenses" in 94 percent of its own entities, but China is served by a partner rather than an own entity, so that figure does not cover it. |
| Contract types | Employment contracts concluded in Standard Chinese, with bilingual versions available but only the Chinese text legally binding, issued and signed before the first working day to avoid the double-wage penalty (provider claim). Probation is stated per the Labour Contract Law: up to one month for contracts of three months to one year, two months for one to three years and six months for three years or open-ended, with probation pay at no less than 80 percent of the agreed salary or local minimum wage. Fixed-term and open-ended contracts are both implied by the probation table; whether the partner offers open-ended contracts from the outset is not stated. |
| Payroll and statutory | Monthly payroll in CNY; the page notes that the official currency is the currency of remuneration. The partner registers each hire with the local social insurance bureau and housing fund authority in their city and applies the five insurances and one fund (五险一金): pension, medical (with maternity), unemployment, work injury and housing provident fund. Published employer rates: Shanghai pension 16 percent, medical and maternity 10 percent, unemployment 0.5 percent, work injury 0.2 to 1.9 percent, housing fund 5 to 7 percent (total 31.7 to 35.4 percent); Beijing pension 16 percent, medical and maternity 9.8 percent, unemployment 0.5 percent, work injury 0.2 to 1.9 percent, housing fund 5 to 12 percent (total 31.5 to 40.2 percent). IIT is withheld "at the applicable progressive rate"; the cumulative withholding method is not named. Payslips are issued monthly. |
| Compliance services stated | Contract drafting and execution before day one; social insurance and housing fund registration within the 30-day window; city-specific contribution rates for each employee's registered work location; IIT withholding and monthly filings; termination handled under the Labour Contract Law with statutory severance calculations; overtime premiums of 150, 200 and 300 percent noted; PIPL data residency and advice on cross-border HR data transfers; monitoring of national and city-level regulatory changes. For foreign nationals the page states that social insurance registration must follow within 30 days of the employment permit; work permit and visa clearance is an optional Additional Service charged under Other Fees in the EOR terms and is non-refundable if the permit is refused. Z visa sponsorship is not specifically mentioned. |
| Optional benefits | The page states that the partner "can support supplementary benefits" and lists annual performance bonuses or 13th-month pay, wellness programmes and training budgets, with WorkMotion advising on what is market-standard by city and role. Supplementary commercial medical insurance and housing or meal allowances are not specifically published. |
| Other services in China | Contractor management from $31 or EUR 29 per contractor per month with a mandatory misclassification check; Direct Hiring (registration as a foreign employer) is marketed for Europe and is not offered for China; Synmatch AI recruiting at no fee if the hire is employed through WorkMotion, otherwise 10 percent of gross annual starting salary; employment cost calculator, country explorer and offboarding cost calculator. The China page carries an EOR versus WFOE comparison and says WorkMotion "can help you evaluate which path makes sense", but no entity-formation service or contract-transfer process from the partner to a client WFOE is described. The EOR terms prohibit the client from engaging WorkMotion's local partner directly during the term and for 12 months after, with a EUR 10,000 contractual penalty per breach. |
| Stated onboarding time | Contract sharing time of approximately three business days from receipt of all information from client and employee, assuming no changes to the standard contract (provider claim). The same page states that EOR "gets you to first hire in days, not months" and "days from signed agreement"; the general EOR pages advertise a locally compliant contract in 10 minutes. |
| Entry price | From $549, EUR 499, GBP 399 or CHF 459 per talent per month on the pricing page, with the hire-with-EOR page adding "subject to the results of financial verification"; no China-specific rate is published. The EOR terms (April 2026) require a minimum of three monthly service fees per talent, the monthly fee through the end of the notice period, a refundable per-talent deposit equal to the notice period in months multiplied by the total monthly cost of employment (or a risk-assessed amount), rounded up to the nearest 500, held in ring-fenced accounts without interest and paid before onboarding begins, optional or mandatory severance accruals in some countries, and an undisclosed FX margin on conversions. Payroll is funded in advance on a monthly funding invoice. No setup fee is listed for EOR. |
| Security certifications (group) | ISO/IEC 27001 certification badge shown in the site footer and pricing page; IEC Gold Certification for EOR compliance from the IEC Group (provider claims); a Trust Center page is linked. |

Services in China
| Employer of Record | Employs Chinese hires through an unnamed local partner described as "licensed"; WorkMotion acts as procurement partner and platform. The partner drafts a Standard Chinese contract before day one, registers the employee with the city social insurance bureau and housing fund authority, applies city-specific five-insurances-and-one-fund rates, withholds IIT at progressive rates and pays monthly in CNY. Contract sharing is stated at about three business days. |
| Payroll and statutory contributions | Gross-to-net calculation, employer and employee social insurance and housing fund remittance to the relevant city bureaus and monthly IIT filing, with compliant payslips. The China page publishes employer and employee rate tables for Shanghai and Beijing and states that Shenzhen and Chengdu rates differ; the client funds payroll in advance each month via a payroll funding invoice with a settlement invoice at month end. |
| Benefits administration | Statutory benefits are enrolled before the first pay date. The partner can support supplementary benefits such as 13th-month bonuses, wellness programmes and training budgets, with WorkMotion advising on market practice by city and seniority; supplementary medical cover is not specifically listed. |
| Termination and offboarding management | Termination handled by the partner under the Labour Contract Law, including documentation and statutory severance, with the page noting that at-will dismissal does not apply and that dismissal during probation requires proof of unsuitability. The platform offers an offboarding cost calculator and country-specific offboarding workflows; the client remains liable for the monthly fee through the notice period and the deposit may be applied to termination costs. |
| Contractor management | Onboarding and payment of contractors in China from $31 or EUR 29 per contractor per month, with a mandatory misclassification check before onboarding, country-specific contractor templates and invoice management (provider claims). The page does not address the Chinese tax treatment of individual contractors. |
| Compliance monitoring and data handling | WorkMotion states that it tracks national and city-level regulatory changes and updates contribution rates, contract terms and payroll calculations; the partner is said to operate within PIPL data residency requirements and to advise on lawful cross-border transfer mechanisms for client HR systems. |
Strengths and watch-outs in China
- ✓ The China page is one of the more detailed on the market: it publishes employer and employee contribution tables for Shanghai and Beijing across pension, medical and maternity, unemployment, work injury and housing fund, states that rates differ in Shenzhen and Chengdu, and explains the day-one written contract rule, the 30-day social insurance registration window and statutory overtime premiums.
- ✓ It is explicit that China is served through a partner rather than an own entity and that compliance responsibility sits with that partner, which is more transparent than providers that imply direct employment in China without saying so.
- ✓ Published multi-currency pricing from $549, EUR 499, GBP 399 or CHF 459 per talent per month and fully published EOR terms, so the deposit formula, three-month minimum, notice-period fee rule, severance accruals and FX treatment can be read before engaging.
- ✓ A strong independent review record across three platforms: G2 4.6/5 from 514 reviews, Trustpilot 4.8/5 from 394 reviews and Capterra 4.8/5 from 244 reviews, with consistent praise for support responsiveness and onboarding.
- ✓ The group publishes an ISO/IEC 27001 badge, an IEC Gold compliance certification and a trust centre, and the China page addresses PIPL data residency and cross-border HR data transfers, which matter for clients routing Chinese employee data through a global HRIS.
- ✓ The China page sets a concrete contract sharing time of about three business days and addresses foreign-national hires, stating that social insurance registration follows within 30 days of the employment permit.
- ✗ The Chinese employing entity cannot be verified: the partner is unnamed, no Chinese legal name, unified social credit code or registered address is published, and the page does not say whether hires are placed under a labour dispatch licence or a labour outsourcing contract, so the dispatch headcount cap and role restrictions cannot be assessed from public sources.
- ✗ Cash terms are heavier than the headline price suggests: a refundable deposit equal to the notice period times total monthly employment cost (rounded up to the nearest 500) is due before onboarding, three monthly fees are the minimum, the fee runs to the end of the notice period, payroll is funded in advance and the FX margin is undisclosed.
- ✗ Several China-specific points are not published: the cumulative IIT withholding method, coverage outside Shanghai, Beijing, Shenzhen and Chengdu, Z visa sponsorship, supplementary medical insurance, and any process for moving employees from the partner to a client WFOE; the terms also bar the client from contracting the partner directly for 12 months after exit, with a EUR 10,000 penalty.
Reviews
- G2 overall: 4.6/5 from 514 reviews. The G2 product page read on 20 October 2026 lists German and English as supported languages and EOR pricing from EUR 499 per month; a search of G2 reviews for "china" returned no China-specific review text that the directory could read.
- Trustpilot: 4.8/5 from 394 reviews, read 20 October 2026 (83 percent five-star, 3 percent one-star, 188 reviews in the previous 12 months; WorkMotion invites customers to review and replied to 50 percent of negative reviews). Recent lower-rated reviews cite poor communication on HR topics (3/5, 22 September 2026) and a cumbersome email two-factor login. Capterra: 4.8/5 from 244 reviews, page last updated 17 September 2026, with sub-scores of 4.8 ease of use, 4.5 value for money and 4.8 customer service; most recent Capterra reviews are marked "Vendor Referred - Incentive Offered", and one reviewer noted that communication between the local partner and WorkMotion "was not as smooth as it could have been".
- Reddit: searches for WorkMotion on reddit.com on 20 October 2026 returned no threads discussing the provider; a third-party blog (gloroots.com) claims to summarise Reddit and Quora comments but no primary threads could be located.
Review figures are reported as displayed on each platform on 20 October 2026 and are not verified by the directory; no review mentioning WorkMotion's China service could be read, and many Capterra reviews were submitted after a vendor invitation with a nominal incentive.

Strengths and watch-outs in France
- ✓ The France page names its employing entity, WorkMotion Services France SAS (RCS Paris 978 490 043), a portage company with EUR 80,000 of capital and EUR 3.7 million of 2025 revenue, with the group's managing directors as Président and DG.
- ✓ Transparent published pricing: EOR from EUR 499, Direct Hiring from EUR 399 and contractors from EUR 29 per month, in four currencies.
- ✓ Strong and high-volume review record: G2 4.6/5 from 539 reviews, Capterra 4.8/5 from 244 and Trustpilot 4.8/5 from 396.
- ✓ The France page is unusually candid about the legal structure, explaining that French law bans for-profit staff lending outside temporary-work and portage companies and that WorkMotion uses portage with a 36-month cap per client.
- ✓ Broad platform: Direct Hiring under the client's own registration, contractor management, health insurance through SafetyWing, work permits and visa sponsorship, and AI sourcing that is free with an EOR hire.
- ✗ Because the French employer is a portage company, the route legally suits autonomous consultants; ordinary staff directed by the client, roles needing a CDD and assignments longer than 36 months with the same client do not fit the model.
- ✗ No garantie financière or PEPS membership is published for the portage company, which declared only 1 to 2 employees in 2024.
- ✗ The role of the larger sister company, WorkMotion France SAS (software object, Syntec, 20 to 49 staff), is not explained, and the France page also refers generally to 'subsidiaries and network partners'.
- ✗ No setup fee, deposit or France-specific EOR price is published beyond the 'from EUR 499' headline, and the about page gives only first names for the founders.
- ✗ Some Trustpilot reviewers mention poor communication on HR topics, slow contract paperwork and a cumbersome email two-factor login.
Reviews
- G2: 4.6/5 from 539 reviews (read 26 October 2026; page last modified 21 October 2026). The listing shows German and English as support languages and 25 integrations.

- Trustpilot: 4.8/5 from 396 reviews (claimed profile; 84% five-star, 3% one-star; replied to 50% of negative reviews). Recent reviews praise onboarding speed and support, including one from a French-based employee; criticisms include poor HR communication and a cumbersome login.

Netherlands profile
WorkMotion is a Berlin employment platform founded in 2020 by Felix Steffens (CEO), Carsten Lebtig and Karim Zaghloul. Its imprint names WorkMotion Software GmbH (Amtsgericht Charlottenburg HRB 219211 B, Große Hamburger Str. 17, Berlin), with managing directors Felix Steffens, Karim Zaghloul and Jan-Peter Böckstiegel. It reports a USD 50 million Series B. Deutsche Startups reported 2024 revenue of EUR 192 million and a group net loss of EUR 5.8 million. It claims 160+ countries, 1,000+ customers, IEC Gold compliance certification and ISO certification.
The group has a Dutch company, WorkMotion Netherlands B.V. (KvK 85663352), incorporated on 1 March 2022 with EUR 1 paid-up capital. It is registered at a multi-tenant business centre, Teleportboulevard 130, Amsterdam, records no staff, and lists software design (SBI 62100) and temporary employment agency activity (78201). That BV is not in the SNA register and neither it nor the GmbH is on the IND recognised-sponsor register. The EOR terms say services run through group subsidiaries or independent third-party partners, and the Netherlands page does not say which company employs Dutch hires. Whether that is the Dutch BV or a local partner should be confirmed in writing, together with its Wtta registration plan.
Prices are published: EOR from EUR 499 per employee per month, Direct Hiring (employment under the client's own registration) from EUR 399 and contractors from EUR 29. Under the 2026 terms, clients pay at least three monthly fees per hire and fees run to the end of notice. A refundable deposit equal to the notice months times the monthly employment cost (or a risk-assessed sum) is due before onboarding, with severance accruals in some countries. Contracts are shared in about two business days. G2 shows 4.6/5 from 541 reviews, Capterra 4.8/5 from 244 and Trustpilot 4.8/5 from 395.
Netherlands facts
| Dutch employing entity | Not stated on the Netherlands page. The EOR terms say services are provided via "a group subsidiary owned and/or controlled by WorkMotion and/or independent third-party contractor companies". A Dutch group company, WorkMotion Netherlands B.V., exists in the KvK register, but whether it employs EOR staff was not confirmed. |
| KvK | WorkMotion Netherlands B.V.: 85663352 (not cited on the WorkMotion website). Contracting party: WorkMotion Software GmbH, HRB 219211 B, Amtsgericht Charlottenburg, VAT DE333428822. |
| Registered addresses | WorkMotion Netherlands B.V.: Teleportboulevard 130, 1043 EJ Amsterdam (a business-centre address shared by about 107 registered companies). WorkMotion Software GmbH: Große Hamburger Str. 17, 10115 Berlin. |
| Incorporation and capital | WorkMotion Netherlands B.V.: deed 1 March 2022, registered 2 March 2022, paid-up capital EUR 1, no staff recorded at registration, SBI 62100 (software design) and 78201 (temporary employment agencies). The group was founded in 2020 in Berlin. |
| Directors and founders | Founders Felix Steffens (CEO), Carsten Lebtig and Karim Zaghloul. Imprint managing directors (updated 18 February 2026): Felix Steffens, Karim Zaghloul and Jan-Peter Böckstiegel. Directors of the Dutch BV were not verified. |
| Waadi / SNA (NEN 4400-1) | Not certified. Neither WorkMotion Netherlands B.V. nor any WorkMotion company appears in the SNA register export (October 2026). The Dutch BV carries SBI 78201, but Waadi registration was not confirmed and no SNA, ABU or NBBU status is claimed. |
| IND recognised sponsor | No. No WorkMotion company appears on the IND public register Work (updated 5 October 2026), so the EOR cannot itself sponsor highly skilled migrant permits in the Netherlands. |
| Contract types | A standard country-compliant employment contract template; changes go through internal and external review and delay contract sharing. The Netherlands guide covers the chain rule, vakantiegeld and WAB equal treatment. |
| Payroll and statutory | End-to-end payroll on the platform, with expense checks and equipment shipping. The Netherlands guide still shows the 2024 contribution table (for example a 6.57% employer health levy) while its holiday list is for 2026. |
| Pricing | EOR from EUR 499 / USD 549 / GBP 399 / CHF 459 per employee per month; Direct Hiring from EUR 399; contractor management from EUR 29; Synmatch AI recruiting free if the hire goes through EOR or Direct Hiring, otherwise 10% of gross annual starting salary. The EOR terms require at least three monthly fees per hire and fees until the end of the notice period. Direct Hiring carries a non-refundable country registration fee and onboarding fee. |
| Deposit | A refundable deposit per hire equal to the notice months times the monthly cost of employment, or an amount from a credit risk assessment. It is required before onboarding starts, held as ring-fenced money and earns no interest. Severance accruals may be charged in some countries. |
| Onboarding | "Onboard your talent in the Netherlands in 10 minutes" (platform set-up). The contract is shared in about two business days once data is complete, assuming no changes to the standard contract. |
| Security and compliance | IEC Gold compliance certification; ISO certification stated on the pricing page (ISO 27001 per the previous profile, not re-verified); Trust Center published |
| Funding and financials | Series B of USD 50 million (provider). Third-party reviews put total funding at about USD 64 million, and the previous profile's USD 77 million was not verified. 2024 revenue was EUR 192 million (EUR 166 million in 2023), with a group net loss of EUR 5.8 million (EUR 17.4 million in 2023), per Deutsche Startups. |
Services in Netherlands
| Employer of Record | Hires in 160+ countries without the client opening an entity, delivered through group subsidiaries or partner companies, with payroll, benefits, expenses and equipment managed on one platform. The Netherlands contract is shared in about two business days. A deposit, a three-month minimum fee and fees through the notice period apply under the terms. |
| Direct Hiring | Registers the client as an employer in another country so it can employ staff directly, with WorkMotion handling payroll and administration. Priced from EUR 399 per employee per month plus a registration fee and onboarding fee, and suited to a longer-term presence. |
| Contractor management | Onboarding, invoicing and payment of contractors and freelancers in 160+ countries, with misclassification checks, from EUR 29 per contractor per month. Relevant given Dutch Wet DBA enforcement against disguised employment. |
| Synmatch AI recruiting | AI sourcing with pre-screened candidates, AI skills interviews and identity checks. Free if the hire is employed through WorkMotion EOR or Direct Hiring, otherwise 10% of gross annual starting salary. |
| Payroll, expenses and benefits | Payroll management, expense checks for taxable items, benefits administration and equipment shipping through the platform, with integrations listed for HR systems such as Personio, HiBob, BambooHR and Workday (Capterra listing) |
| Free tools and country guides | Salary, employment cost and offboarding cost calculators plus a Netherlands guide covering vakantiegeld, the chain rule and statutory benefits. Parts of the Netherlands guide date from 2024. |
Strengths and watch-outs in Netherlands
- ✓ Transparent list prices in four currencies (EOR from EUR 499, Direct Hiring from EUR 399, contractors from EUR 29) and public terms that set out the deposit, minimum term and notice-period fees.
- ✓ Large and consistently positive review base: G2 4.6/5 from 541 reviews, Capterra 4.8/5 from 244 and Trustpilot 4.8/5 from 395.
- ✓ Substantial operating scale for a 2020 company, with EUR 192 million revenue in 2024 and a narrowing loss (reported). It holds IEC Gold compliance certification and ISO certification.
- ✓ Fast and largely self-service: platform onboarding, a Netherlands contract shared in about two business days, and integrations with common HR systems.
- ✓ Direct Hiring gives a route to employ under the client's own Dutch registration, as an alternative to a long-term EOR arrangement.
- ✗ The Dutch employing company is not disclosed. The Dutch BV (KvK 85663352) has EUR 1 paid-up capital, no recorded staff and a business-centre address, and the terms allow delivery through independent partners.
- ✗ Not in the SNA register and not an IND recognised sponsor. That gives no chain-liability comfort under the Wages Act chain-liability rules and means it cannot sponsor highly skilled migrants itself. Its Wtta admission plan should be confirmed.
- ✗ The up-front deposit (notice months times monthly employment cost), a three-month minimum fee, fees through the notice period and possible severance accruals tie up cash and raise exit costs.
- ✗ The Netherlands country guide still shows 2024 contribution rates.

Services in Global
| Employer of Record | Employs staff in 160+ countries through WorkMotion subsidiaries in core European markets and partners elsewhere, from EUR 499 per employee per month. WorkMotion uses standard country-compliant contract templates, shares the contract in about two business days once data is complete, and handles contract changes and negotiation in the platform. In Germany, EOR assignments follow the 18-month limit for employee leasing (AÜG). In France, the employer is a portage salarial company. |
| Direct Hiring | Registers the client as an employer abroad and runs payroll and compliance in the client's own name, from EUR 399 per employee per month plus country registration and onboarding fees. WorkMotion recommends it for long-term or indefinite engagements, for example where German rules cap an EOR assignment at 18 months. |

Strengths and watch-outs in Global
- ✓ Verifiable German parent (HRB 219211 B) with a published imprint, filed consolidated accounts and a large owned subsidiary network (37 participations), concentrated in Europe and the DACH region.
- ✓ Published, mid-market pricing: EOR from EUR 499 / USD 549, Direct Hiring from EUR 399 and contractors from EUR 29.
- ✓ Direct Hiring gives a route to employ in the client's own name, useful where EOR assignment limits apply (such as Germany's 18-month AÜG cap) or as a step before opening an entity.
- ✓ Consistently high review scores: 4.6/5 on G2 from 539 reviews, 4.8/5 on Capterra and 4.8/5 on Trustpilot from 396 reviews, with frequent praise for onboarding speed and support.
- ✓ ISO 27001 and IEC Gold compliance certification, plus a public Trust Center and status page.
- ✗ Not every country uses a WorkMotion entity: the terms allow third-party contractors, and country pages often do not name the employer, so the employing company and its licences should be confirmed in writing.
- ✗ Contract terms are strict: a refundable deposit of notice months times monthly cost before onboarding, at least three monthly fees per hire and fees to the end of notice.
- ✗ Some local structures are unusual. The French employer is a portage salarial company, which suits autonomous consultants and caps missions at 36 months, and the Dutch B.V. holds no SNA certification or IND sponsor status.
- ✗ Review themes include currency-conversion margins, a cumbersome two-factor login and occasionally vague HR communication.
Reviews
- G2: 4.6/5 from 539 reviews (page modified 21 October 2026). Egypt profile
WorkMotion employs staff through its own Egyptian company, WorkMotion Egypt LLC, and manages contracts, social-insurance registration, payroll in Egyptian pounds and employee benefits through its international HR platform. Egypt is also an important operating base for the company, with more than 100 internal team members across Cairo and Alexandria according to co-founder Carsten Lebtig.
Its links to Egypt extend to co-founder Karim Zaghloul and senior leader Engy Kamal, alongside local engineering and customer-experience teams. That combination gives WorkMotion practical experience of building its own Egyptian workforce as well as administering employment for customers.
On 2 November 2026, Lifted, an Upwork company, announced its acquisition of WorkMotion. WorkMotion continues to serve small and medium-sized and mid-market businesses while becoming part of Lifted’s wider employment network. For companies expanding into Egypt from Europe or managing several international teams, the attraction is direct local employment supported by a shared platform.
