Pebl is the September 2025 rebrand of Velocity Global, the Denver-based Employer of Record founded in 2014 by Ben Wright and now led by chief executive Françoise Brougher around an AI-first platform and assistant. It reports 65 owned entities and coverage of 185-plus countries, with the rest served through partners, and legal entities kept their Velocity Global names after the rebrand.
Its Portugal guide does not say whether Portugal is one of its owned entities or a partner country, and no Portuguese NIPC was found. Pricing is by quote. G2 rates it 4.6/5 from about 600 reviews. Ask which company employs your hire, and check that contracts use the current names.
