How we verify

Show the working. This page explains every judgement the directory makes.

What counts as an Employer of Record

A company is listed when it becomes the legal employer of a worker that the client has (usually) selected, on an ongoing basis, and handles that worker's contract, payroll, taxes and statutory compliance. We exclude temporary staffing agencies that source and place their own workers on short assignments, payroll-only bureaus, umbrella companies serving contractors they recruit themselves, pure global-mobility firms and US-domestic PEOs. Borderline cases are reviewed against the provider's own description of its service; where a provider calls itself “payrolling” or “portage salarial” but employs client-selected staff on an ongoing basis, it is listed and the description says so.

Sources we accept

The provider's official website first; then company registries (Companies House, Pappers, KRS, SSM, Brreg, ABR and similar), the company's LinkedIn page, Crunchbase or Y Combinator, and G2 for ratings. Third-party directories are used only to discover providers, never as the sole source of a fact. Where no source states a fact we write “Unknown” rather than guess.

Fields

Established is the year the company (or its parent, where noted) was founded. Founders are names only, as stated by the company or a registry. Region is where the provider is based or focused. Description summarises what the company does and whether it employs through its own entities or partners. Pricing is the lowest per-employee monthly fee the provider publishes, shown as “$599+”; “Quote” means no price is published. Countries covered (Global list only) is the provider's own claim, e.g. “150+”.

The Global list

A provider appears on the Global list when it states EOR coverage of 10 or more countries spanning at least two continents (the Middle East is counted as Asia). Where only a global figure such as “150+ countries” is stated, multi-continent coverage is inferred.

Country lists

A provider appears on a country list when its record names that country (or a major city there) as a place it employs in, or it is a Global provider claiming 100+ countries, or it appears on that country's shortlist. Mentions of a country only as the home of the provider's clients do not count.

Resellers and Front Sites only

Some websites market Employer of Record services but cannot be tied to any company that employs people: no legal entity, registration or licence, no named founders, owners or staff, and no disclosure of who the employer would be. Others state that their service is delivered by another provider, and others still are country or brand websites of a provider already listed in the directory (for example the Hightekers, Agility EOR and Connect Resources country sites), so counting them separately would inflate the total. These are listed separately under Resellers and non-independent sites and are not counted in the directory total. Any of them can move to the main list by supplying evidence through the corrections form.

Prominent-providers shortlists

Each country page and the Global page opens with a shortlist of ten prominent providers in that market. It is a decision aid, not a ranking: the ten are selected for prominence in that market and are always shown in alphabetical order with no positions, scores or paid placement. No other directory offers a curated but unranked shortlist.

Directory currently holds 1,585 providers. Last updated 4 November 2026.
