How it operates by country

🇨🇳 ChinaServiap Global is a Mexico-founded LATAM EOR/PEO with its own entities across Latin America, now part of Rivermate; also recruitment and payroll. In China Serviap offered EOR through partner infrastructure outside its LATAM core; services now continue under Rivermate.

China profile

Serviap Global was a Mexico City-headquartered Employer of Record, PEO and contractor-management provider founded in 2010 by Victor Anaya, its co-founder and CEO. Its directory listings described EOR coverage of more than 140 countries. Hightekers, the London and Paris group founded in 2016 by Roger Oudiz, acquired Serviap Global in a deal that closed on 25 November 2025 and was announced on 4 December 2025; terms were not disclosed and Victor Anaya joined the Hightekers board. On 28 April 2026 Hightekers, Eos Global Expansion, Serviap Global and Rivermate announced that their EOR operations would become one company under the Rivermate brand, with the Serviap and Eos brands retired and client contracts unchanged.

Serviap no longer operates in mainland China under its own name. The serviapglobal.com and serviapgroup.com domains redirect to Rivermate's brand consolidation page, and Serviap's former China service page redirects to Rivermate's China guide. A Chinese-market subdomain, cn.serviapgroup.com, was still serving Serviap's original Employer of Record in China page on 20 October 2026. That page said a client's candidate is hired by a PEO in China provider in accordance with local labour laws, which indicates a local partner rather than an owned entity, but it named no Chinese company, unified social credit code, registered address or labour dispatch licence, and did not address labour dispatch versus labour outsourcing. It listed Shanghai, Hong Kong, Guangzhou and Wuhan as principal cities, the five social insurances plus housing fund, a 44-hour week, 30 days' notice, severance of one month per year of service and a minimum wage of CNY 2,480 (the 2021 Shanghai figure), and contained errors including a Taiwanese insurance figure in NT$. China hires now run through Rivermate, which lists China as a direct operation but names no entity.

Serviap published no China price or deposit, and no onboarding time beyond onboarded in days. Rivermate's terms now apply: EOR from $319 to $639 per employee per month, a China blog rate from EUR 299, a refundable Fee Deposit per scope of work and a seven-day hiring claim. Serviap has no G2 listing; Rivermate shows 4.9/5 on G2 from 94 reviews.

China facts

Chinese employing entityNot published. Serviap's original China page (cn.serviapgroup.com, read 20 October 2026) stated that the client's candidate is hired by a PEO in China provider in accordance with local labour laws, which points to a third-party local employer rather than a Serviap-owned WFOE, but no Chinese company was named. Since 28 April 2026 the service has been delivered under the Rivermate brand; Rivermate lists China as a direct operation backed by its own local infrastructure but also names no Chinese entity (provider claim).
Business registrationNot published. No unified social credit code (统一社会信用代码) or Chinese company name was found on Serviap's archived China page, its directory listings or any acquisition press release. Serviap Global itself was described in the acquisition announcement as founded in Mexico City; no Mexican registration details were published on the pages reviewed.
Registered officeNot published for China. Serviap Global was headquartered in Mexico City. The successor brand, Rivermate B.V., gives Herengracht 420, 1017 BZ Amsterdam as its address.
FoundedServiap Global: 2010, Mexico City (acquisition press release and Rivermate timeline). No Chinese entity date is published.
Company statusBrand retired. Hightekers acquired Serviap Global (deal closed 25 November 2025, announced 4 December 2025); on 28 April 2026 the Serviap and Eos brands were retired and their operations, teams and client relationships continued within Rivermate. Serviap's web domains redirect to Rivermate. Whether the Mexican legal entity remains registered is not published.
Legal representative / managementVictor Anaya, co-founder and CEO of Serviap Global, joined Hightekers in a senior leadership role and as a board member on acquisition. No Chinese legal representative is published. Rivermate's CEO is Sebastien Wakim and the group chairman is Roger Oudiz.
Dispatch licenceNot published. Serviap's China page did not mention a labour dispatch licence (劳务派遣经营许可证), labour dispatch (劳务派遣) or labour outsourcing (劳务外包); it used the terms PEO and EOR interchangeably and said the candidate is hired by a PEO in China provider. Rivermate's current China guide is equally silent on the regime.
Contract typesServiap's page stated that a valid labour contract must be written in Chinese and include the employment term and probation period, job description, hours, rest and leave, overtime and severance terms, safety conditions and social benefits. It did not say whether Serviap issued fixed-term or open-ended contracts or what probation it applied. Rivermate's legacy page states that fixed-term and non-fixed-term contracts are permitted with probation capped by contract length.
Payroll and statutoryServiap's page listed pension, unemployment, medical, work-related injury and maternity insurance plus the housing fund under the Social Insurance Law, IIT at 3 to 45 percent above a CNY 5,000 monthly threshold, a 44-hour maximum week, overtime capped at three hours a day and 36 hours a month, paid at 200 percent on rest days and 300 percent on public holidays, and an annual bonus practice. It gave the minimum wage as CNY 2,480 per month, the Shanghai figure from 2021, and included an erroneous social insurance line referring to a monthly insured amount of NT$18,282, a Taiwanese figure. City-specific rates and the cumulative IIT withholding method were not addressed.
Compliance services statedEmployee onboarding, payroll, compliance, risk mitigation and benefits, with the client described as remaining 0 percent liable (provider claim). The page covered 30 days' written notice for resignation, justified versus unjustified dismissal, severance of one month's salary per year of service, wedding leave of three days, funeral leave of one to three days, family-visit leave and sick leave up to 24 months, and stated maternity leave as 14 weeks, which is the pre-2012 figure rather than the current 98 days. Work permits and Z visas were not addressed on the Serviap page.
Optional benefitsServiap advertised top-tier benefits packages and a competitive range of benefits worldwide (provider claim); no China-specific supplementary benefits were itemised. Rivermate now offers optional global health insurance.
Other services in ChinaServiap's listings described recruitment services for local direct hires, recruitment process outsourcing, contractor management and PEO. No EOR-to-WFOE transition service was described, although the page summarised WFOE, foreign-invested partnership and company-limited-by-shares options and the 2020 negative list. Under Rivermate the available services are Employer of Record, Contractor of Record, contractor payments, visa support and global consulting.
Stated onboarding timeServiap's page said a candidate can be onboarded in days instead of the months it typically takes and that a presence can be built in just a few days (provider claim, no figure). Rivermate's China guide now states typically within seven days.
Entry priceNot published by Serviap for China or any other country on the pages reviewed; no deposit or setup fee terms were published. Rivermate's terms now apply: EOR from $319 to $639 per employee per month, no setup or offboarding fees, a China blog rate from EUR 299, and a refundable Fee Deposit in an amount set in each scope of work, payable within five days of signing.
Security certifications (group)Not published for Serviap. Rivermate states GDPR compliance, AES-256 encryption and hosting on AWS; no certification in Rivermate's own name is published.

Services in China

Employer of Record (now via Rivermate)Serviap's archived China page offered EOR and PEO hiring without a local branch or subsidiary, with the candidate employed by a PEO in China provider under local labour law and onboarded in days (provider claim). Since April 2026 the contract is with Rivermate B.V., which states it employs through its own local entity in China and runs monthly CNY payroll, the five social insurances, housing fund and IIT withholding.
Payroll and statutory administrationServiap described handling payroll, social insurance and housing fund contributions and benefits so that the client remains 0 percent liable (provider claim). The page listed the Social Insurance Law funds and the State Taxation Administration and Ministry of Human Resources and Social Security as the relevant authorities but gave no city-specific rates.
Recruitment and RPOServiap's SHRM directory listings included global recruiting and recruitment process outsourcing, and a Serviap article described recruitment services for local direct hires in China alongside its PEO service. These are not separately listed as China services on Rivermate's site.
Contractor management (now Contractor of Record)Serviap was described in the acquisition announcement as an EOR and contractor-management provider. Rivermate now offers Contractor of Record from $149 per contractor per month, with Rivermate signing the contractor agreement.
Termination and severance guidanceServiap's page set out that terminations need justifiable reasons, that 30 days' written notice applies to resignation and mutual-consent exits, and that severance is one month's salary per year of service. Rivermate's guide now states that it advises on all terminations because at-will dismissal does not exist in China.

Strengths and watch-outs in China

  • ✓ Serviap brought more than 15 years of EOR operating history (founded 2010) into the Hightekers group, and the acquisition announcement and press coverage give a clear, dated record of who now owns the business and that existing client contracts continue unchanged under Rivermate.
  • ✓ Serviap's former China page, still readable on its Chinese subdomain, set out the Social Insurance Law funds, the 44-hour week and overtime caps, contract content requirements, notice and severance rules, which gives a prospective client a documented baseline of what the service was meant to cover.
  • ✓ Under the Rivermate brand the China service now sits with a provider that lists China as a direct operation, publishes its EOR agreement and pricing range, and holds a 4.9/5 rating on G2 from 94 reviews, which Serviap never had in its own name.
  • ✓ Victor Anaya, Serviap's co-founder and CEO, joined the Hightekers board, so the LATAM operating leadership that built Serviap is retained in the group rather than exiting at acquisition.
  • ✓ The archived page was candid that Serviap's China hire would be employed by a PEO in China provider, which is more transparent about the use of a local partner than many providers' China pages.
  • ✗ Serviap never published a Chinese employing entity, unified social credit code, address or labour dispatch licence, and its own page said hires were employed by a PEO in China provider, so any China employment it arranged was most likely through an unnamed partner; the successor Rivermate also names no Chinese entity.
  • ✗ The archived China page contains factual errors that undermine confidence in its compliance content: a Taiwanese social insurance figure in NT$, maternity leave given as 14 weeks rather than 98 days, a population of 1.6 billion and a minimum wage figure from 2021.
  • ✗ The Serviap brand has been retired and its domains redirect to Rivermate, so there is no live Serviap China page, price or deposit term to rely on and no G2, Capterra, Trustpilot or SHRM review in Serviap's name; buyers contract with Rivermate B.V. under Dutch law with a deposit set per scope of work and a 12-month auto-renewing term.

No independent reviews of Serviap Global's China service exist in its own name; the figures quoted are for the successor brand Rivermate and are reported as found, not verified by the directory.
