Section 1

Overview

An Employer of Record lets a company employ people in Egypt through a local employer without first establishing its own Egyptian employing company. The EOR signs the employment contract and administers payroll, social insurance and employment obligations. Your business selects the employee, agrees the role and manages their day-to-day work.

Egypt offers an established base for software development, customer service, finance, engineering and regional operations. The practical choice is between a global employment platform and an Egyptian or regional HR business with local payroll and personnel teams. Compare the actual Egyptian service, the employing company and the support available to your employee.

This guide introduces ten prominent providers in editorial order, followed by the full alphabetical directory. Related trading names are combined where the source research identifies the same offering. Historical entries, resellers and cases without established current EOR evidence are explicitly identified.

Egypt’s Labour Law No. 14 of 2025 took effect on 1 September 2025, replacing Law No. 12 of 2003. Older hiring guides may describe superseded rules. The legal and payroll figures below were checked on 4 November 2026. Source: Labour Law No. 14 of 2025.

Section 2

How to Compare Egyptian EOR Providers

Begin with the legal employer. Ask for its full Arabic and English company names, commercial registration and tax details, social-insurance registration, and the entity that will sign the employment contract. A group subsidiary, a local office and a recruitment licence each establish different facts; none alone demonstrates the complete structure of your engagement.

Next, compare service delivery. Find out whether payroll and employee support are handled by the provider’s own Egyptian team or by a partner, who resolves labour-office and social-insurance matters, and whether support is available in Arabic and English. Request an itemised quotation for the same salary, benefits, location and contract terms from each provider.

Evidence matters. A named Egyptian hiring case is more useful than a general country-coverage claim. An award may recognise software or broader HR services rather than Egyptian employment delivery. The profiles distinguish these types of evidence and identify details that remain unpublished.

Section 3

How an Employer of Record Works in Egypt

The commercial arrangement normally involves a services agreement between your company and the EOR, plus an Egyptian employment contract between the employee and the local employing company. Agree who approves leave and expenses, supplies equipment, supervises work, manages workplace safety and handles complaints or disciplinary matters.

The EOR’s responsibilities should cover employee registration, monthly payroll calculations, tax withholding, social-insurance contributions, payslips and employment records. Employment contracts should reflect the actual role, workplace, salary, working time and benefits. Confirm the Arabic documentation and filing process, including the statutory contract copies.

Egypt’s new labour law regulates private employment agencies and their licensing. Ask how the provider’s recruitment, outsourcing and employment activities fit those rules and which authorisations apply to the proposed arrangement. A commercial EOR label is not itself a government approval. Source: Labour Law, Articles 40–46 and 89.

A payroll-only service is different: your own company remains the employer. Contractor payments are also a separate product; use employment where the working relationship requires it. Ask tax advisers separately about your company’s activities in Egypt, particularly staff who negotiate or conclude contracts.

Section 4

Employment Terms, Working Time and Leave

For ordinary employees, the statutory limit is generally eight actual working hours a day or 48 a week, excluding meal and rest breaks. A shorter contractual working week can apply. Weekly rest must normally include at least 24 consecutive hours after no more than six consecutive working days. Overtime and rest-day work require their own pay and scheduling treatment.

Annual paid leave under the 2025 law is 15 days in the first year and 21 days from the second. It increases to 30 days after ten years’ service with one or more employers, or for workers over 50, and 45 days for workers with disabilities or of short stature. Proportionate entitlement applies where the statutory conditions are met; public holidays and weekly rest are separate. Maternity leave is four months, subject to the law’s conditions.

The contract should clearly state whether employment is indefinite or fixed term. Probation cannot exceed three months and cannot be repeated with the same employer. Have the provider explain the lawful basis for any fixed term, renewal and termination rather than treating the commercial services agreement as the employee’s contract. Source: Labour Law, Articles 54, 89–90 and 117–124.

Section 5

The Hiring Process

  • Define the role and working arrangement. Agree location, reporting line, working hours, salary, benefits and whether recruitment support is required.
  • Check the employing company and quote. Review the legal entity, delivery model, registration evidence, service scope and full monthly funding requirements.
  • Collect employment documents. The EOR should explain the required identity, qualification, banking and social-insurance information. For non-Egyptian nationals, confirm work-permit and residence eligibility before fixing a start date.
  • Review and sign the agreements. Align the client agreement and employment contract on compensation, confidentiality, intellectual property, expenses, leave and termination responsibilities.
  • Complete onboarding and registrations. Confirm the lawful start date, payroll cut-off, payment timetable, employee support contact and delivery of necessary equipment.
  • Review the first payroll. Reconcile gross pay, employee deductions, employer contributions, fees and benefits against the agreed quotation.
Section 6

What an EOR Costs in Egypt

The monthly management fee is only one part of the employment budget. Add gross salary, employer social insurance, applicable statutory funds and levies, agreed benefits and any recruitment, immigration, equipment or offboarding charges. Check whether the invoice is in Egyptian pounds or another currency and how exchange-rate margins and bank fees are applied.

For ordinary insured employees, the employer social-insurance rate is 18.75% and the employee rate is 11% of insurable wages. The 2026 monthly insurable-wage limits are EGP 2,700 and EGP 16,700. These limits are distinct from the private-sector minimum wage of EGP 7,000. Source: PwC Egypt tax summary.

For illustration, assume a gross salary of EGP 30,000 a month, the standard employer social-insurance calculation at the 2026 maximum base, and a hypothetical EOR fee of EGP 5,000 a month:

Employer social insurance: EGP 16,700 × 18.75% × 12EGP 37,575
Assumed EOR service fee: EGP 5,000 × 12EGP 60,000
Illustrative annual subtotalEGP 457,575

This subtotal is a budgeting example, not a provider quote or a complete payroll calculation. Other statutory charges, benefits, taxes on service fees where applicable, and one-off costs may increase it. Employee income tax and the employee social-insurance share are deductions from gross pay, not additional employer salary costs. Keep refundable deposits separate from annual expenses while allowing for their upfront cash requirement.

Section 7

Planning for Longer Term Employment

Discuss growth and exit arrangements at the outset. A provider suitable for one remote hire may need different processes for a larger Egyptian team, an office or a regulated activity. Review volume pricing, employee support capacity, payroll reporting and whether you may later establish your own entity.

If employees transfer to your company or another EOR, agree how continuity of service, accrued leave, social-insurance records, benefits and employee consent will be handled. Ask for the transfer and termination charges in advance.

Under the 2025 law, indefinite employment contracts generally require three months’ written notice, and termination must satisfy the applicable legal grounds and procedures. Notice alone does not make every dismissal lawful. Have the EOR assess each case before communicating a decision, including possible compensation and final entitlements. Source: Labour Law, termination provisions.

Section 8

Questions to Ask Before Signing

  • Which Egyptian legal entity will employ the worker, and can you provide its registration and relevant licensing evidence?
  • Do you deliver the Egyptian service directly or through a partner, and who is accountable for payroll errors and employment disputes?
  • What is included in the fee, and which statutory charges, benefits, currency costs, deposits and exit fees are additional?
  • How have your contracts and payroll processes been updated for Labour Law No. 14 of 2025 and the 2026 social-insurance limits?
  • Who will support the employee in Arabic and English, and what are the response and escalation commitments?
  • Can you provide a relevant Egyptian client reference, distinguishing EOR employment from payroll or recruitment alone?
  • How are intellectual property, confidentiality, personal data, equipment and workplace safety addressed?
  • What happens if the employee leaves, the commercial contract ends or we transfer the team to our own Egyptian entity?

Deel

Deel offers Egyptian employment through its global HR and payroll platform, bringing contracts, onboarding, monthly pay, employee records and benefits into one system. Its Egypt EOR fee starts at US$599 per employee per month, with employment costs and optional benefits charged separately.

Its work with Allium and Dandy shows how that service works in practice. Deel helped Allium hire an engineer in Egypt without opening a local entity. At Dandy’s Cairo office, Deel onboarded 43 EOR employees in two hours, demonstrating its ability to support a coordinated team launch. Its connection to Egypt also extends to leadership: Mohamed Tantawy, Deel’s Director of HR Experience, is Egyptian.

For companies building teams across several countries, Deel’s appeal is the ability to manage Egyptian employees alongside international hires in one platform. Local employment sits within a broader offering that includes contractor management, global payroll, HR tools and optional private health cover.

  • Egypt hiring experience spans specialist engineering hires and large team onboarding.
  • Optional private health cover can strengthen an Egyptian employee benefits package.

✗ Watch out for

  • The US$599 starting fee is higher than Skuad/Payoneer’s advertised Egypt monthly rate.
  • Salary, employer contributions and optional benefits sit outside the management fee.
  • Egypt off-cycle payroll requests from the 20th normally move to the following month; expedited processing needs agreement.

RemotePeople

RemotePeople combines recruitment and Employer of Record services, helping companies find talent in Egypt and employ it through its own local entity. The service brings candidate sourcing, employment contracts, payroll, benefits and ongoing HR support into one relationship, with wider support for international hiring and immigration.

Its work with Real Essentials illustrates that combination. The US apparel company used RemotePeople to recruit and employ quality inspectors across Egypt, China and India, giving it local quality-control teams close to its manufacturing operations. Production Manager Rochelle LaNeve describes a relationship that began in 2021 and supported the business as its international requirements grew.

RemotePeople is particularly relevant when a company needs both help finding Egyptian candidates and a way to employ them. Its broader platform also placed 69th in G2’s 2026 Fastest Growing Products list, complementing its practical recruitment and employment offering.

  • International payroll, benefits and immigration support can complement an expanding team.

✗ Watch out for

  • Egypt pricing requires a tailored quote rather than a fixed country tariff.
  • Recruitment, immigration and additional benefits need their own scope and cost breakdown.
  • Companies that already have candidates may gain less from its combined recruitment-and-EOR offering.

Safeguard Global employs in Egypt through PEO-Egypt for Consulting LLC, combining local employment, payroll and HR administration with a wider international workforce service. Its offering is well suited to businesses coordinating Egyptian hires alongside employees in several other markets.

One example is its work with a rideshare business expanding across 34 countries, including Egypt. Safeguard hired, onboarded and paid 189 employees across that international engagement over two years, helping the customer enter new markets without building a separate employment operation in each one.

Alongside this delivery experience, Safeguard was named a Leader in NelsonHall’s 2026 EOR evaluation and received HRM Asia’s 2025 Gold award for Best EOR Service Provider. Its main attraction is the combination of an Egyptian employing company with established international payroll and workforce-management capabilities.

  • Experience coordinating hiring and payroll across complex, multi-country expansions.
  • EOR can sit alongside broader international payroll and workforce services.

✗ Watch out for

  • Egypt fees are quoted individually, making an immediate price comparison harder.
  • Companies hiring only one or two people may need less of its broader international service.
  • EOR, managed payroll and additional HR services need a clearly defined package and budget.

Second Step

Second Step is a Cairo-based HR and outsourcing business serving Egypt, the Middle East and the GCC. From its Sheraton–El Nozha office, it combines local employment with recruitment, payroll, personnel administration and wider business support.

Its EOR service covers employment contracts, onboarding and ongoing employee administration. Payroll support includes salaries, allowances, deductions, tax, social insurance, payslips and payment coordination. Companies can also draw on its staffing, training, finance and back-office teams when their requirements go beyond employing an individual remote worker.

This makes Second Step a practical option for businesses building an Egyptian operating team or supporting regional projects. Its local service model is especially relevant when recruitment and hands-on personnel administration matter as much as the payroll platform. The company describes its operating history as dating to 2013.

Skuad/Payoneer

Skuad, now part of Payoneer Workforce Management, combines employment, payroll and benefits for companies building international teams. Its Egyptian group company is Skuad Solutions. Egypt monthly EOR pricing starts at US$249 per employee, with a US$199 monthly option advertised for a 12-month commitment, subject to the offer’s conditions.

The service has supported RemoteLock’s international technical hiring, including Egypt. Across six countries, RemoteLock managed 26 team members through a combination of EOR and Agent of Record services, using the platform to support a distributed workforce as the business expanded.

For an employer considering Egypt alongside other hiring markets, Skuad/Payoneer offers a relatively low starting management fee and the convenience of administering a dispersed team in one system. Salary, employer contributions, benefits and any additional services still need to be included in the full employment budget.

Staff Arabia

Staff Arabia is an Egyptian HR and outsourcing provider with more than 20 years of experience across the MENA region. Its Dokki-based team combines EOR employment, recruitment, payroll, personnel administration and workforce mobility, making it a strong fit for companies that need substantial local HR support.

Its Egypt work includes an EOR engagement with British Council Egypt covering employment outsourcing, payroll and personnel administration. A separate payroll-transformation project for Concentrix Egypt demonstrates its ability to support larger and more complex payroll operations. The business is led by CEO Iyad Hafez and Managing Partner Mayada Maged, and its partnership with Gi Group Holding adds an international recruitment connection.

Staff Arabia was shortlisted for EOR Organisation of the Year at the 2024 Global Payroll Awards and received MEA Markets’ 2021 Best Executive Search & HR Consulting Firm award for Egypt. Its appeal lies in combining local employment with practical recruitment and workforce support.

TargetHR

TargetHR, also known as Target Recruitment & HR Solutions, operates in Egypt through Target Human Resources Services SAE, an Egyptian joint-stock company. Its teams in New Cairo and Alexandria provide EOR employment, payroll outsourcing, recruitment, labour-relations support and work-permit services.

The business brings experience with larger outsourced workforces. When it joined the World Employment Confederation in 2022, Target reported approximately 3,500 outsourced staff, 1,500 annual recruitments and 100 work permits a year. Those figures give a dated indication of its operating scale and the range of work handled by its team.

Since January 2025, Target has also operated under a Manpower brand licence in Egypt. For buyers, the combination of local offices, workforce administration and international recruitment connections is useful when an Egyptian hiring plan involves more than contracts and monthly payroll.

Tawzef

Tawzef for Recruitment & HR Consultancy has served Egyptian and regional employers since 2007. Its Cairo team combines EOR employment, payroll, recruitment and manpower outsourcing with assessments and salary surveys, helping businesses both build and manage their local workforce.

The company holds local recruitment licence 22 and overseas recruitment licence 671. These support its work sourcing talent within Egypt and deploying Egyptian employees to overseas markets, particularly the GCC. Managing Director Mahmoud Salem leads a business whose wider HR client relationships include Ideal Standard Egypt, Opera Software, IDH and Magrabi.

Tawzef’s partnerships with Central Test and Birches Group extend its assessment and compensation capabilities. This breadth is useful for employers that need help choosing candidates, setting competitive pay and managing employment through one local HR relationship.

WorkMotion/Lifted

WorkMotion employs staff through its own Egyptian company, WorkMotion Egypt LLC, and manages contracts, social-insurance registration, payroll in Egyptian pounds and employee benefits through its international HR platform. Egypt is also an important operating base for the company, with more than 100 internal team members across Cairo and Alexandria according to co-founder Carsten Lebtig.

Its links to Egypt extend to co-founder Karim Zaghloul and senior leader Engy Kamal, alongside local engineering and customer-experience teams. That combination gives WorkMotion practical experience of building its own Egyptian workforce as well as administering employment for customers.

On 2 November 2026, Lifted, an Upwork company, announced its acquisition of WorkMotion. WorkMotion continues to serve small and medium-sized and mid-market businesses while becoming part of Lifted’s wider employment network. For companies expanding into Egypt from Europe or managing several international teams, the attraction is direct local employment supported by a shared platform.
